I am wanting to start building an online community but not sure of the technical development side. Is there any web development involved and how what if so - or are there ready made platforms out there to have online community presence like this one?

No, you do not need to code anything to build a community (and hopefully you will wait to do the tech part until after you've gathered your people and talked to them about what they want/need/value in a community). You've got tons of options, including my platform (Crowdstack), Mighty Networks, Circle, Higher Logic, Tribe, Forem, and many others! You'll want to find one that suits your use case, the types of content you want to share, and budget of course. Hope this helps!
